It is indeed a campsite with many permanent pitches.
With a super friendly simple "farmer" who runs this, when we arrived there was a piece of paper on the information sheet saying "sorry full", but we were so bold as to drive into the campsite and the best man came outside and looked for it. a place for us.
We stayed here for 2 nights for €36.66 per night incl. shower, toilet and electricity. Super neat campsite on the water, near a beautiful Viking museum

The review below is correct, but we thought NOK 425 was very expensive for what it was, a tightly packed collection of caravans on permanent pitches that did not improve the view over the fjord. 
No gray water dump. 
But the nearby (10-minute walk) Viking museum with burial mounds and replica Viking hall were well worth a visit.

Nice quiet campsite. Extremely friendly owner. Upon arrival we went to find a place with the owner. For 1 night including electricity and unlimited showering, we paid NOK 425 for 2 people. The sanitary facilities are very clean and only accessible with a token. More than enough toilets and 4 showers. There is also cooking facilities available. Close to the Horten-Moss ferry. Beautiful hiking trails and the Midgard Vikingsenter nearby.
