It is not necessary to park at the paid spot to dispose of wastewater, use the toilet, or take on drinking water, as these are located off the premises.
The surface of the paid location is the same as the parking lot in front of it. That leaves only electricity; most modern campers have solar panels, so there is no reason to park at the paid spot.

The camping car park is to the LEFT of the parking lot with all amenities; the one on the right is free and without amenities.

Indeed. Not a welcoming place. Bare. And all the amenities were covered up. Maybe because it's the off-season.
