Bit hard to find, but it's there. To the right of the mall exit. To the left of that exit is the pumping station.

The service station is located in the left corner of section B - see photo, near the gas station (but in the parking lot). Landfill GW + WC fine, rinse water did not work, but a jug of water also works. Token operation not tested.
